DIGITAL TRANSFORMATION IMPLEMENTATION AND OUTCOMES AT CHILDREN'S HOSPITAL 2 (2024 – 2025): EVALUATION BASED ON CIRCULAR 54/2017 AND A BI-DRIVEN SMART HOSPITAL CAPABILITY FRAMEWORK

Abstract

Objectives: This study aimed to describe and evaluate the groups of digital transformation (DT) solutions implemented at Children’s Hospital 2 during the 2024–2025 period, based on the level of information technology (IT) adoption according to Circular 54/2017/TT-BYT (C54) and a Business Intelligence (BI)-based Smart Hospital competency framework.

Methods: A cross-sectional descriptive study combined with a pre–post system-level evaluation was conducted using two independent survey components. The first survey was conducted before the intervention among 198 healthcare and information technology staff, using the eight C54 criteria groups. Post-intervention results were triangulated with internal hospital reports and validated by the Hospital Digital Transformation Board. The second survey involved seven departmental leaders assessing the BI-based Smart Hospital framework before the intervention and six leaders reassessing it after the intervention.

Results: The hospital implemented a digital transformation program, including the deployment of an Electronic Medical Record (EMR) system on September 30, 2025. The IT adoption level increased from 2/7 in 2024 to 6/7 in 2025 according to C54. The Smart Hospital maturity level increased from 2.2 to 2.7. The hospital achieved full standardization of 47 required data catalog items and established interoperability among the Hospital Information System (HIS), Laboratory Information System (LIS), Radiology Information System/Picture Archiving and Communication System (RIS/PACS), and EMR. The rate of health insurance claim errors decreased by 81%. Official documents were fully processed through an integrated electronic document management system. The hospital achieved Level 2 information security compliance.

Conclusions: The DT program implemented during 2024–2025 improved data standardization, system interoperability, operational efficiency, and information security, demonstrating the effectiveness of integrated digital health solutions in hospital management and clinical operations.
