29. STUDY ON SERVICE AVAILABILITY AND READINESS OF COMMUNE HEALTH STATIONS IN MANAGEMENT OF NON-COMMUNICABLE DISEASES IN THUA THIEN HUE PROVINCE

Abstract

Background: Vietnam is currently facing a heavy burden of disease and mortality due to non-communicable diseases (NCDs). Controlling NCDs is a top priority in healthcare.

Objectives: Describe the situation of NCDs management and assess the service availability and readiness of commune health stations (CHSs) in Thua Thien Hue province.

Methods: A cross-sectional descriptive study was conducted on 46 CHSs. Data were collected using a structured questionnaire, developed and calibrated according to the Service Availability and Readiness Assessment (SARA) and current regulations.

Results: Most CHSs offered available services for diagnosis/treatment/management of NCDs (>80%). The mean readiness index in the management of hypertension, diabetes, asthma and chronic obstructive pulmonary disease, breast cancer and cervical cancer was 79.4, 63.8, 50.3, and 67.6 respectively.

Conclusion: Readiness in managing NCDs at CHSs was not high, especially for bronchial asthma-chronic obstructive pulmonary disease, breast cancer and cervical cancer. The health sector needs to implement appropriate policies and solutions to ensure adequate supply of essential equipment and medication; and to strengthen the organization of training courses and continuous education for health workers on NCDs.
